You resolve division ties before considering team outside the division. So if the Bears, Rams, Bucs and Cards are all tied at 9-7 you figure out the Rams and Cards first. Then you do the tiebreakers among the Bears, Bucs, and whoever wins the Rams/Cards comparrison.
