If I'm reading you right, you're saying that the NFL prefers parity instead of dominance, at least at the player level.
I don't disagree with your point, but to me, I think people love to watch star players dominate. I mean, dominate players are almost worshipped and looked upon as "opinion leaders" (old-school mass communication term) on a variety of issues outside of football.
I love the salary cap and the way it allows for all teams to have a chance at a championship, or at least the playoffs. At least it works better than compared to baseball, where rich owners can buy a contender in a few days. Ironically, that strategy doesn't seem to work as well in the NFL (think the Eagles 2011 "Dream Team" disaster).
I'm veering off topic here, but I guess I just don't think that fans want to see refs "ignore" penalties so the other guy has a chance. Granted, I also don't think this issue will ultimately affect viewership, merchandise revenue, or ad dollars, which is ultimately what the NFL cares.about.
But it's still aggravating, and it cost games in some cases, as we know.
