Actually, I think I agree with your position: maybe the Rams should have the option of taking the results of the play if they like it (recover a fumble, intercept the ball, etc.) or the Bucs get the ball at the spot where the second pass was thrown. That does seem like a better rule for this situation.
It makes no sense to me that you can make an illegal pass and it counts.
Does that exist in any other situation in football? I mean, the actual act of doing something that the rules don't allow and yet it gains yardage. That makes no sense.
That play should be loss of down and incomplete at worst.
