He fills the run better. He doesn't try to avoid contact like Littleton did. He reacts well off his drops too and in this defense he's covering a zone for the most part and does a good job getting quick tackles just like Littleton did. Littleton is a bit better than him making tackles in space and that's the only advantage he has.
Which is why the team that paid him moved him to WILL in a 4-3. That should be where he's best suited. But for whatever reason he hasn't been the same guy and it probably has to do with him putting his feet up a bit now that he's been paid. There's no other reason I can think of why he'd not show well in that role.
Edit: oh and btw I do agree we need more talent at ILB. But IMO Kiser has been a nice surprise he's a solid/average ILB right now in this scheme.
