I actually think that the Rams could use a recognized burner on the outside. I think it would free up both Kupp and Woods on the intermediate routes that they excel at.
Only thing is...I don't know how much Ross would see the field on offense. And with his injury history, I don't know how long he lasts as a PR.
Kid has some juice, though.
