McVay wanted points there which is the right mindset. But he obviously (IMO) doesn't trust his kicker yet and probably isn't sure what his range is just yet in game situations. So he was careful.
You can spread all that to Goff. You can spread it to the OL too. But the key in the decision making, the source of his approach IMO, was the kicker.
