Snead does the drafting, Demoff does the contracts.
Rams have been drafting players to potentially backfill guys who might leave via FA. When the rookies pan out the Rams can then afford to let some guys walk and get the comp picks in return. To the extent that the Rams have been successful in the strategy it is a credit to Snead.
The Rams have had some contracts not work out so well (Cooks, Gurley). If someone needs to be blamed for that then it falls on Demoff.
Demoff does the contracts in the sense that his office negotiates them, but he is not the one who decides who gets them. That's way too much of a football decision. That's technically on Snead although all indications are he does that collaboratively with McVay. I doubt Demoff even decides the general amount, since cap issues have a direct effect on the roster. So there must be some guidance from Snead about whether this guy is worth this much or that much to the team.
