To make sense, the writer should discuss Ramsey's contract in terms of next year's cap. And although the 2021 cap won't be announced for a while this article suggests the the cap could be $200M. [

Going on that assumption the Rams would have over $33M in cap space next year. And while Ramsey's contract averages $21M a year, there is *ZERO* chance that his cap hit next year is $21M.
So how much could it be? Here's one possibility.
Slay got a $13M signing bonus. Ramsey's hasn't been announced yet, but suppose he shatters that, to ... say, $18M? That would contribute $3.6M to his cap hit each of the 5 years, and here's what the Rams could do with the remaining $87M
2021 salary $7M (plus $3.6M pro-rated signing bonus) = cap hit of $10.6M
2022 salary $15M (plus $3.6M pro-rated signing bonus) = cap hit of $18.6M
2023 salary $18M (plus $3.6M pro-rated signing bonus) = cap hit of $21.6M
2024 salary $21M (plus $3.6M pro-rated signing bonus) = cap hit of $24.6M
2025 salary $26M (plus $3.6M pro-rated signing bonus) = cap hit of $29.6M
Ramsey's $71.2M guaranteed at signing would be his signing bonus, the first 3 years, and $13.2M of his 2024 salary.
And his cap hit in 2021 would leave over $22.4M, plenty of room to sign Kupp.
