I am not surprised at all he's out there given his ACL injury was a month earlier in the season than Kupp's was in 2018. And Kupp was a full-go in OTAs last May and in camp.
If nothing else Noteboom should be motivated as he's really in a contract year. They do not have to pick up his 4th year in 2021. His cap for next year is $1.125M and they would save $920k without him. He absolutely has to go out and not only earn playing time in 2020 but earn a return invitation for 2021...
