So far

Gannon, Tannenhill, Young, Plunkett, Testeverde, Unitas (though he was playing well by his 3rd year after initially being cut by Pittsburgh).

I don't count qbs who started and struggled as rookies and then developed. That includes Bradshaw, Aikman, Manning, or Goff. Or for that matter Favre. That kind of story is more normal than not.

The real turnarounds for me are more advanced vets who resurrected themselves. Plunkett, Gannon, and Testeverde are good examples.
