I would say Warner in Arizona.
Warner fighting to get into the league is just one very extreme version of rookie struggles. A more benign, less dramatic version of the same thing is Romo in Dallas. He signed with them in 2003 as a UDFA and saw them constantly trade for and sign guys ahead of him. He really didn't play until October of 2006.
Interesting that according to Martz, Vermeil had a good idea that Warner could play. Martz wanted him to be the 3rd qb but Vermeil insisted he was the #2. The rest is history.
For that matter Trent Green went through similar things, though Warner's story as I said is the much more dramatic one. Green was an 8th round pick of Sand Diego in 1993 but saw no playing time in San Diego. He actually went to the CFL, where he was cut. He was signed by Washington but was depth until injuries had him starting games in 1998.
Warner struggling in 2002 and after and ending up with Arizona, where we know what happened, is a great comeback story and probably is the reason he should be on this list.
