I also wondered how that made sense and after looking at the article I think I figured it out.

They say Goff has a 13% chance to be top 5 and 31% to be top 10. It turns out that the 31% figure applies to being in the 1 thru10 range, not the 6 thru 10 range. So the top 5 percentage is actually a subset of the top 10 percentage, not in addition to it.

So when they say Goff has a 53% to be top 16 they are also saying that he has a 47% chance to be in the bottom 16.

It's easier to see with Mahomes' numbers. He has a 69% chance to be top 5, 87% to be top 10, and 95% chance to be top 16. (Therefore, he has a 5% chance to be bottom 16).
