Just my take on this, but I think Ramsey will play safety and nickelback at least enough to allow Staley to disguise the defense. I think the idea is to make it impossible for the QB to get to the line of scrimmage and say "There's the FS, there's the SS, there's CB1, there's CB2, and there's the slot corner". If the 5 DB's in this situation can all play 2 or 3 positions it has to make it harder on a QB to make a pre-snap read.
