The salary cap is based on NFL revenues. NFL revenues include national television contracts, tickets sales, merchandise, naming rights, and local advertising. In the most recent version of the CBA, the cap includes essentially all streams of revenue. [bleacherreport.com]

Because of the way the cap is set up, if the NFL loses ticket sales as a source of revenue then the cap will go down without anyone having to do anything.

In 2018, the revenue from gate receipts made up about 15.47 percent of the league's total revenue. [www.statista.com] If the NFL lost all ticket revenue for the 2020 season the cap for 2021 would drop by 15.47% (assuming it's still 15.47% in 2020). Basically the cap in 2021 would be $182M instead of $215M
