The reason for doing that was that without OTAs, real camp, and a preseason OLs throughout the league would be more shaky and less coherent.
No one said they did that because the Rams OL in particular would be a liability. They applied that to the league in general.
And even then they also said it would be temporary. That is, OLs will have to get their feet under them.

When he says "especially if they’re working on a new system" that does not even apply to the Rams. And when he says "everybody else" he means the rest of the league. He saying, the other teams are just going to try to survive this early bout of shaky OL play, but we anticipated it, and will work to play with that (league-wide) problem.
Turns out that this guy (Dedeaux) wasn't even right about the league in general, though there;s no harm in the qb practicing to deal with plays where protection breaks down.
But what he does
not say is that they anticipate
the Rams OL in particular to be shaky.
On the Rams OL--Kromer was optimistic going into the season. The tackles were going to be better, and he liked all the experience the youngsters got in 2019.
