I know with Whitworth and Brockers they are three year deals on paper but I think all three are really one-year deals with an eye on Kupp, Johnson and Ramsey. I would suspect, by the way, that they offered Zuerlein a one-year deal as well. I think him missing 7 games combined in 2017 and 2018 and the accuracy issues he had in 2019 prevented them from offering anything long-term.
I really think it's much less about the Rams being caught with their pants down when it comes to Littleton, Fowler and (previously) Brockers and making a conscious choice that among the 6 big FAs they had coming up the next two years they are prioritizing the three latter.
Kupp is obviously an elite receiver and (along with Higbee) Goff's favorite guy. So he's not leaving. Ramsey- obvious as well. Some might call Johnson expendable and replaceable but to me he was on the cusp of being a Pro Bowler in 2019 when injured. An elite secondary is a powerful asset in today's NFL and they could have Ramsey, Johnson, Rapp and Long all together for the next 3 seasons. Even just in 2020 the 'upgrade' from Weddle to Johnson shouldn't be dismissed.
