I think the miscalculation is noteboom. and maybe its more based on on injury. i dont think they planned on needing to resign whitworth. imo the plan was for noteboom to takeover and then probably resign fowler. however noteboom didnt play great and then got injured. imo they were not comfortable going into the 2020 season with him at lt and needed to get 1 more year out of whitworth in turn shrinking the available cap to resign fowler (or maybe brockers). after this year the cap is much more manageable.
