Teams located in high tax states can move if they think it's a problem. Don't think for a second that this didn't play a role in the Raiders moving to Nevada. Besides, these states and their politicians that have created these destructive tax systems need to be exposed for what it causes, and what better than pro athletes choosing to work for teams whose locations don't subject their players and employees to draconian taxation?
Doesn't matter , at the end of the day it is a clear advantage to teams in very low tax rates over teams in high ones.

This is something I hear discussed on sports radio enough to know there is a problem with it when it gives other teams advantages over others in a league with a hard cap like NFL
Do you really think NFL players choosing another team over the Rams is going to show or expose states that have high taxes and somehow get them to change?
