So yeah in a way. Kinda.
The Rams have a rookie pool or 4.36 million dollars right now, thats without a first round pick. Otherwise it would be around 7 million. So thats all the cap room they need to sign all their picks.
A veteran is going to sign for at least 800k a year, that is around the 4 year vet minimum. So that by comparison, signing 5 draft picks is going to cost at most 4.36 million. Whereas signing 5 vet min. FAs is going to cost at a min. 4 million. So odds are you are paying those FAs more then 4m.
But draft picks will be signed for 3 or 4 year contracts (first round picks have a 5th year option), but a FA can be signed on 1 year deals or 2 year deals with a team option on the 2nd year (like Weddle) so even though you are paying vet FAs more then rookie draft picks, you usually can get rid of those contracts faster. Giving you more roster and cap flexibility.
