I believe that the Patriots did it and had made a practice of it. I'm also sure that they weren't the only team doing it. I remember teams suspecting that the Oakland Raiders had bugged the locker rooms. I remember reading that, at halftime, an opposing head coach, I think it was the NY Jets, had his assistants make false statements about adjustments that the team would make and caught the Raiders off guard in the 3rd quarter with the Raiders appearing to have countered those adjustments. Back then, everyone just winked and laughed about it.

Even more dramatic, a friend of mine who is a sportswriter claimed to have personal knowledge that teams also employ attractive women to 'get close' to players and get whatever information that they can. Take this last one with a grain of salt because this same friend once argued to me that the Rams would not sign Aaron Donald to a long term contract because Donald had a large cocaine addiction. I ridiculed him and we argued about it. He later admitted to embellishing what he had been told.
