You may have answered your question.
Goff has been inconsistent on 3rd down and medium his entire career. But more so recently likely due to the OL issues.
My guess is that his 2017 numbers are skewed by passes to Gurley who scored on them with elite runs after catch.
Against Chicago he had 3 in that range---a 3rd and 6, a 3rd and 5, then a 3rd and 7. He completed all 3, though the first one did not convert (5 yard completion on a 6 yard play). That one was from the Chicago 25 so they settled for a field goal. The 2nd was near the end of the half--it was the 50 yarder to Kupp that set up a score. The 3rd was in a clutch situation, the final game winning drive. It was the 26 yarder to Reynolds with 5:06 to go.
So 3 plays in that range, 2 converted, and the both the conversions were on drives that led to TDs. In that 3rd and 3-7 range against Chicago, then, he went 3 for 3 for 2 first downs and 81 yards.
He wasn't pressured in that game.
His passer rating in that situation against Chicago calculates out to 118.75.
