I would correct your list.
No GM just chooses OL on their own. The OL coach is always involved. We know Hanifan was, we know Boudreau was, we know Kromer is.
And those guys have different records picking OL in the draft (in coordination with whoever the GM is). Hanifan and Boudreau were awful at it. That means Boudreau/Snead were not good at it. Kromer, going back years, is VERY good at it. (His record on this is easy to see.) So that means Kromer/Snear are good at it.
You hide that fact by lumping it all together in one list. So the draft picks REALLY break down this way.
Color code-- red = miss, blue = hit, green = looks like a hit at this stage. Orange = special case, can't count as a hit yet...might be later on (eg. injuries)
