If they want to limit Gurley's touches that's one thing- and it's fine. They tried (including all targets) to get him the ball 16 times vs. Tampa which isn't nothing. Overall he's on pace for 240 touches. And maybe, just maybe part of it Sunday was with an eye on Thursday night and wanting to use him more in that game instead.
But it's another to then not use Brown more either which is why they retained him. He only had 5 carries too.
They
have to combine these guys for 24-25 carries per game. Not 10. Together they are on pace for 288 carries- 81 less than Rams RBs totaled in 2018. 5.1 per game less. That has to shift- for benefit of the OL, the offense as a whole, etc.
