Yes and since no algorithim can actually decide something like that, all that happened was that someone chose the criteria it would emphasize. A different person could have chosen different criteria. Based on what? A different value judgment about what to count in deciding the rankings.
And a computerized algorithim cannot factor in things like perceptions of morale, team confidence and chemistry, and so on.
So I see the algorithim version as more of the same. Somebody set it up one way instead of another way. ,Still a value judgment.
