The "Dropkick"

The double reverse reminded me of football on the playground. I know the dropkick still legal and now and then actually used. Here's my question: If a kicker has the ball snapped and "drops" it on the ground and instant before he kicks it the ball is live-meaning if he missed it and it was recovered by the opposing team it would have been treated as a fumble. Since the rules are different for a dropkick than a punt ( a punt through the goalposts is not a field goal while a dropkick through the goalposts is 3 points) why not dropkick the ball on 4th down instead of a punt. The returner is forced to field the ball because otherwise the kicking team could recover it as a fumble. You can't argue its treated like a punt because its not.
