The cap in 2018 was $177.2M. $28M is 15.8% of the cap.

In 2020 the cap is $200M. It would surprise me if Dak doesn't get between $30M and $31M a year (15% to 15.5%).

The cap in 2021 has not been established, but it has gone from $177.2M to $188.2M to $200M so $215M seems like a reasonable guess. 15% of that? 32.25M. (Note: that's when Wentz' extension kicks in.)
