I agree. The Rams have the leverage and can wait and see how he performs. I would guess he is better than he was in 2018. But good enough to give a lucrative 5 year deal? Very much TBD. Right now I would be much more inclined to give Johnson and Kupp extensions and take the 3rd round comp pick for Peters in 2021. And if he does have a stellar 2019 I would still lean more toward franchising him in 2020 and still then letting him walk in 2021. Lesson learned from Trumaine Johnson.
