Goff is up for his 2nd contract. NO ONE gives a hometown discount on a second contract. The 2nd contract is the one where players cash in after being on a rookie contract up to that point. They say, now you are paying for my prime.
Brady didn't sign for less than marked on his 2nd contract. He didn't on his third contract either. In fact his 3rd contract (2010) made him the highest paid player in the league at that point.
It's AFTER players like Brady cash in that they then start signing for a bit less. At that point many players start factoring in where they want to play and they are willing to take less to do it. For example that's what Suh did last year. Took less to play for LA.
