They tendered him. Guys they didn't want, they did not tender. As I understand it they have until July to sign. And besides, him signing the tender is no guarantee--he might or might not make the roster in week 1.
I don't think ANY Rams RFA has signed, though I haven't researched it.
And I don't say any of this because it's Hill. All I know about Hill is, he played better at the end of 2017 than he did in 2018, which could mean anything when it comes to 2019.
The Rams have several CBs on the roster as of right now. Hill is one of several. (The others, aside from the 2 starters & R-C, include Dont'e Deayon, Hatfield, Richards, & Darious Williams). Add Long. At this point, including Hill, that's 9. It's worth noting that as of right now, no UDFA plays corner or even plays in the secondary. So, this bunch comes to camp and competes and it gets sorted out. They will keep at most 5 on the 53-man roster (who knows about the practice squad) which means, really, anyone not named AT, MP, R-C, or Long is competing for one spot. That probably means Hill and 4 others competing for that spot. If they don't think Hill is worth it then he doesn't make the 53.
So anyway, I don't think they would have tendered Hill if they did not want him. There are guys they didn't tender.
