They actually weren't in the driver's seat for Donald.
They are more so with Goff because as a general rule, qbs don't rock the boat that way (I know there are exceptions).
So for example with Donald, it was a very real threat that if he got tagged, he could simply hold out and demand a trade. Star players that do that get traded. Meanwhile if a franchise tagged player doesn't report, in week 1 the entire tag amount counts against the team's cap.
Cousins on the other hand just accepted being tagged. That's probably what Goff would do. Just guessing here, but I would say from the nature of the position, as a general rule, the qb starter is more identified with management than most players tend to be. Plus I suppose qbs are constantly in "what have you done for me lately" mode, much more than star players at other positions so it's more in their interests to play no matter what.
