There's a lot of qualifications to that.
For one thing, 2nd contracts are their own market. You don't compare Wentz's contract to Rodgers's contract. Or Brady's etc. 3rd and 4th contracts have a lot more variability. They are not as hard set as 2nd contracts are.
For another thing, like all 2nd contracts,
qb 2nd contracts go up steadily every year. There's a general set amount for them each year, with a bit of room but usually not much. So for example last year Cousins and Garapollo each got something in the 27.5-28 M range. This year it will be more. The following year it will again be more.
The market sets that. So Wilson got 22 M in 2015, and Carr got 25 M in 2017. That's not the difference between Carr and Wilson, it's the difference between 2015 and 2017.
My guess is that if Goff comes up in 2019 (and I don't think he will) it would be around 31 M. If he comes up in 2020 it will be around 33 M.
The alternative to not paying for a 2nd contract is that another team will. So when you sign your qb to a 2nd contract, you're basically saying, this is our franchise qb and we don't want to start over with a new qb. Because those are the real choices.
