First off, I appreciate the effort you put in on this.
My thoughts are...
3 out of 20 sucks. When I pay my QB 30M, I want a better shot than 3 out of 20.
As far as the 17, I think you need to consider the quality of the QBs when you decide what denominator to use.
What you want here is a subset of teams that have reasonably priced QB that is a quality starter. That will be a much smaller denominator and more accurately represent the decision you’re making as an organization.
I would go so far to say extend the top 5 QB salary guys to all QBs making over 22M. Then compare that to quality QBs making less than 22M.
