Bortles was getting 6.5M from the Jags no matter what. Any monies that the Rams ponied up go against the 6.5M, hence whether Bortles gets 6.5 from 5.5 + 1.0 or any other combo makes no difference to him. It's still 6.5M. t least that's how I interpreted it.
Still a great deal for the Rams - backup QB makes less than Mannion would have if they kept him.
