There are a lot of good reasons to resign Safford and the Rams want to resign him. The question is how high will they go to resign him? Do resigning him prevent us from have enough money for a top flight edge? Or are the Rams wanting to fill the Edge, OG and DT with their remaining cap space? How good do they really feel about Noteboom?

4 years for 40Mil with 30m guaranteed is probably near the max and I am not sure that gets it done.
