I believe the NFL agrees with you

the problem is consistency. There is so much of it still going on that it is almost impossible to get every one. It seems to me like every other tackle is a helmet to helmet. When its in the open they can see it When its not it becomes far more difficult. Sometimes its even the ball carrier and they call it on the tackler. Its tough.
