1.) The relocation fee gets split among the other teams in the league IIRC. That's over $20M a team. Goddell works for the owners so he kind of does what they want in these cases.

2.) Giving SD the option to move to LA if their SD stadium plans fell thru was part of the deal to get the Rams to LA in the first case. In light of that I don't know how Goddell could have prevented the Chargers move to LA even if he wanted to.
