The rule does not take into account whether a tackle is malicious. Refs cannot determine whether a tackler intends to injure another player. The rule is meant to protect qbs from career threatening injuries and was called correctly in this case. I'm sure if it was Goff and he was seriously injured we would be quoting the rule over and over and calling for severe punishment on the tackler himself in addition to the penalty.
