I could not agree more! Some have suggested that Cooks' salary will somehow force McVay's hand and require 'x' number of targets per game/season but I have a hard time seeing it that way. It seems to me that McVay and Snead agreed on a shopping list, Snead got the goods, and now it's time for McVay to cook (pun intended)! I see McVay drawing up game plans where the only goal is to defeat that weeks opponent, and if the defense dictates that Cooks is a decoy all game I firmly believe that Cooks will be a decoy all game.
That being said it looks like the Rams have so many options that the opposing D is essentially going to have to pick their poison. Some times - maybe a lot of the time - Cooks will be the poison of choice. When that happens I expect Goff to exploit that and get Cooks the ball. The numbers you suggested are right in line with my expectations.
