They need cap space for IR and for the practice squad.
So the primary consideration when it comes to the Rams #2 qb is he has to be 1 M or less.

If a significantly better QB option than Mannion presents itself, the Rams can pull the trigger to get him.
Snead has picks to trade, if necessary. Demoff can work his magic with the cap via more restructures or whatever.
The hard part is identifying the available backup QB candidate. The acquisition is doable and just a matter of details.
