Might happen, but this starts the second year with Mannion on his roster.
I guess the question is not the talent, but the knowledge, and the reps within the system:
I am not a fan of his lack of touch. It's a repeated error that he can't overcome. His solve for problems is power.
When you have a hammer, everything is a nail. And that's kind of what I see, and what others see with Mannion.
The backup QB in a situational extended appearance is posed with this question.
In an eight game appearance, will your backup be 5-3, or 3-5?

I can't say that I feel Mannion would be on winning side of that formula. McVay, most likely, would adapt his system to Mannion rather than the other way around.
Think that this year is Mannion. But I'd be near shocked to see him rostered on the 2019 group.
