But the fact is the Rams didn't just let Watkins walk. They made an effort to sign him and at one point had him wrapped up, but the Chiefs made a big last minute push.

While what you say is true, it’s also true that Rams paid Cooks more than they were willing to pay Watkins. I think there is a strong argument that McVay values Cooks more than Watkins.
Fact is they did pursue SW and all WR 2nd contracts in 2018 are around 16 M so it was always going to be around that. If KC had not pursued SW at the last minute he would be a Ram, not Cooks.
I think it;s true they liked Cooks better once they got him but it was losing SW that prompted them to go after Cooks.

But the Rams didn't offer Watkins 16M, iirc.
Do you remember what the reported offer was? I think it was in the 14-15 range.
