Does anyone else in the NFL start 20 2nd stringers against a team known for taking the pre-season seriously?

If you want to know how well back-ups play, you put a few in with the starters. Their 2s and 3s had already played a game. They had a 1st round pick rookie to show off at qb. And so on.

Otherwise it's the week 17 SF game all over again, and it doesn't tell you anything.
