I actually don't have a problem with the new rule. If you have your head down and are leading with your helmet you are looking to concuss yourself while risking breaking your own neck. Meanwhile, you are using this hard plastic object as a weapon on the runner and can cause him injury as well. I can see the refs not calling it right. They get a lot wrong and sometimes it gets subjective which can throw a game. But the intent of the rule is to help prevent injuries and I think it will.
