will the refs call this penalty fairly across the board or will they use it to hamper one team over another? I don't recall the ravens getting the flag on this penalty ( didn't watch much past Hekkers bad punt...went back to bed). It seems it can be called on both teams at the same time.....I saw Lamar drop his head a couple of times when he was going to the ground but no penalty was thrown.
IMO yet again another penalty in the rule book that can only be decided by the observer....it's not a cold hard rule, it's strictly a opinionated rule....not good and as you say will ruin many teams plays.
