It's likely that both sides were demanding crazy things to start out. That's negotiations.
We just recently got solid confirmation that the Rams are offering $21M. Is that the first offer?
I think since we've been hearing that, since last year, there have been other offers on the table, we can infer that it's highly likely that this $21M offer isn't the first offer. It's possible that the Rams starting point was just as unreasonably low - like $16M - as the alleged unreasonableness of AD's demand of $25M.
IOW, just because we deem this offer we've heard as reasonable doesn't mean that all offers have been reasonable.
The only way we're gonna know who "wins" this negotiation would be to know what the starting point was for both sides.
