The Steelers offered Bell $70 million over 5 years. The franchise tag is $14.5. So, in essence, they offered him an average less than the tag amount. Bell wanted $17 million.
As I write, I'm thinking...maybe the Steelers know that it's the end of the Roethlisberger era and without the QB, the RB won't matter.
