Just as a quick look at last year's Super Bowl teams- for 2018 the Patriots they are projected to use just over 50% of their cap on their top 10 paid players. For the Eagles it's about 53%. The Rams are at about 58%.
A couple of thoughts.
I would say the Patz will always be an exception. They do the cap differently.
The Eagles will be different when they have to sign Wentz. Plus to get to that percentage as of today, they had to cut Kendricks, who doesn't appear in their numbers now. Arguably with MK they had 11 top players though I don't know what the percentage would be.
On the Rams 58%. My target is 2020, when Goff will have to be signed and the cap will be 200 M. 60% of 200 M is 120 M obviously, so how many players can you cram into 60% when you have 2 20+ M contracts (and Goff will be closer to 30 M at that point).
