To me, it’s more than “who to blame” between Tavon and McVay.
It’s more of a “which players make our O more effective”.
Tavon has been found wanting in that experiment. So yeah, McVay might be able to get more out of Tavon if McVay strained sufficiently. But so what? It’s become irrelevant. Better overall results have been more easily obtained with other players that are better scheme fits for McVay’s O.
It’s really that simple.
The Tavon “Ram potential” discussion has long become academic.
