In your scenario, I doubt Snead is ever the one who brings up the amounts or reports what an agent says. That's on the money guys, who are the ones who interact with the agents. You're painting him (a bit) as a kind of overlord GM and he's just not that. Naturally both the head coach and Snead help clarify what a player means to a team, and naturally the money guys keep the coach and GM informed, but, Snead has enough to do running both pro and college personnel 24/7, 12 months a year. The Rams have a long tradition going back to Shaw of keeping the money guys separate. For example, neither Demoff nor Pastoors report to Snead. Pastoors reports to Demoff who reports to Kroenke.

I think Snead does have some interaction with agents.

I recall his words about how the Suh signing came about.

He said when Suh first became available, he contacted the agent and said something like, "hey I know your guy might be out of our price range but keep us in mind...". And then as Suh's price came down because no long term contract was forthcoming, Snead said he touched bases again with the agent.

At the point it looked like his price would be something the Rams possibly could handle, Snead said he went to his bosses - Demoff and Kroenke - and asked, "hey could we get a little bit more of an allowance?"

It seems to me judging by some of the stuff Snead says, he's kind of in the mix of all of it but he's subject to Demoff and Kroenke in that he doesn't make the money decisions.
