IOW, name another player who is not a WR, and who is as small as Tavon and who has had success in the role you are describing.
It sounds to me that Tavon is the first player to do what you are saying he will do for an offense that is not horrendous.

You asked so.
There's Tavon.
Has he had success? Yes. 171 catches/runs in 2014-15 when they used him right, + 11 offensive TDs. In 2016 and 2017 they didn't do the more balanced thing--tried to make him more of a receiver in 2016, didn't program in his receiving game in 2017.
Others? Off the top of my head, Dante Hall was more of a returner than Tavon and less of a runner, but he did run the ball some, and did catch passes in spite of not really being a pure, real receiver (like Tavon). Same thing though. Explosive weapon, they found ways to get him the ball.
Dallas watched the same games you and I did and they say they plan on giving him around 12 touches a game. You're saying they have no clue what they're about with that? Better than Dallas, we already know he can't do what they will be asking him to do....in spite of the fact that in fact yes he has done it? (2014-15 when they used him right.)
In terms of injuries 2017 was the one year where injuries prevented him from participating in the spring and summer. So you're saying
that will keep happening?
